Polution of audiospace

Place: The San Jose Airport

Design Issue: This airport seems to think it can announce anything it pleases all the time over the intercom. Even security information you already know and which isn't really applicable anymore anyhow as you've already made it past security. Alaska Airlines also loves abusing its captive audience with credit card advertisements for five minutes while on the plane. Mp3 players are part of the solution to reclaiming the right to control your peripheral senses, but they aren't a complete solution. How could we gain more universal control over what we have to take in?
